PHAYRIOSIS WORLD CONFIG MIGRATION - PHASE 1

Goal
- Retire the unreliable command-opened runtime settings screen without disturbing generated machine GUI infrastructure.

Current Phase 1 implementation
- net/mcreator/phayriosisreborn/command/OpenConfigCommand.class is intentionally absent.
- Therefore /phayriosis_config_open is not contributed to the command tree.
- Existing ConfigMenu, ConfigScreen, ConfigButtonMessage, and their registration code are deliberately left intact for binary safety, but are unreachable through normal Phayriosis gameplay because their sole discovered opener was OpenConfigCommand -> OpenconfigprocedureProcedure.
- No machine GUI registrations are modified.

Phase 2 continuation
- Introduce a dedicated world-specific settings SavedData/backend first.
- Migrate current world-variable-backed toggles into that backend without changing gameplay defaults.
- Once the new backend and world-creation UI path exist, remove obsolete ConfigMenu/ConfigScreen/ConfigButtonMessage/Openconfigprocedure classes at source level or through verifier-safe class rewriting.
- Keep the new configuration server-authoritative and persistent per world.

Meteor work remains out of scope for Phase 1.
Static large/small meteor worldgen remains unchanged until its dedicated phase.
